HOMEKEY Long Beach - Zephyr

 
 

Linc Long Beach Zephyr is a 137-unit permanent supportive housing community created through the adaptive reuse of a former Holiday Inn in downtown Long Beach. Developed by Sparano + Mooney Architecture, the County of Los Angeles and Linc Housing through California’s Project Homekey program, the project transformed an aging hospitality property into a safe, dignified residential community for individuals and couples who have experienced homelessness. The development includes 135 studio apartments for residents and two on-site manager units, providing stable housing in close proximity to public transit, employment opportunities, healthcare services, and community amenities.

The comprehensive renovation modernized the building while introducing spaces that foster long-term stability and community. Resident amenities include a community room, multiple landscaped courtyards, outdoor gathering areas with barbecue facilities, a pet area, computer learning space, and dedicated offices for supportive services. The property also incorporates fully accessible units, with accommodations for residents with mobility, hearing, and visual impairments. Intensive wraparound case management is provided on site through Los Angeles County Housing for Health, while project-based rental assistance from the Long Beach Housing Authority helps ensure long-term housing affordability.

Completed in 2025 in coordination with Linc Housing, Zephyr demonstrates how adaptive reuse and public-private partnerships can rapidly expand the supply of permanent supportive housing while revitalizing underutilized properties. By combining quality housing with integrated health, behavioral health, employment, and social services, the project provides residents with a stable foundation for recovery and long-term independence, serving as a model for cost-effective homelessness solutions throughout California.
